Require help deciding which language to go with

Hey all,

I've been asked to set up a webpage that lists folders, not unlike the Windows explorer tree. I need to make the webpage itself detect the directories in a folder and make them pop up as links. This is to reduce the amount of editing needed: add a folder to the server directory and it is automatically added to the webpage.

I have no idea where to start, if client-side scripting would work or if I need server-side. I'm really just looking at the simplest way to do this without requiring a database. I'm at a loss on how to google this as well...
